BREEAM In-Use is the performance scheme for buildings that already operate. It does not score a design drawing. It scores how the asset is built and how it is run, with evidence that can survive an assessor's review. Operators who treat it as a once-a-year PDF rebuild discover the same failure mode every cycle: the credits describe continuous operation, and the evidence was assembled in a hurry from estimates.
This Field Note covers what the current international commercial scheme asks for, which categories lean on metered and sensor data, and how continuous monitoring shortens the evidence conversation. It is not a substitute for the BRE technical manuals or a licensed assessor. FrostLogic Explore does not assess BREEAM, issue certificates, or guarantee a rating. It keeps operational evidence measurable between assessments.
What BREEAM In-Use is
BREEAM (Building Research Establishment Environmental Assessment Method) is BRE's family of sustainability assessment schemes. BREEAM In-Use targets existing commercial assets. It is distinct from BREEAM New Construction, which assesses design and construction of new buildings, and from major-refurbishment schemes aimed at deep retrofit.
The framing that matters for operators is performance-based: ratings come from scored answers about the building as an asset and about how it is managed day to day. A shiny lobby does not substitute for missing energy sub-meters. A policy document does not substitute for consumption records that do not exist.
If you need the product view of continuous BREEAM evidence collection, start at BREEAM compliance, monitored continuously. This article stays on the informational side: what the operational assessment is asking for, and what data actually backs it.
BREEAM In-Use International Commercial Version 6
The scheme most Nordic and international portfolios meet today is BREEAM In-Use International Commercial Version 6 (BIU International Commercial Technical Manual V6). Parts are independently scored:
| Part | Focus | What it mainly tests |
|---|---|---|
| Part 1 — Asset Performance | Physical building and base systems | Fabric, installed systems, inherent efficiency of the asset |
| Part 2 — Management Performance | How the asset is operated | Policies, monitoring, maintenance, reported consumption and indoor conditions |
Either part can be certified alone. Many owners pursue both; the scheme does not force a single combined score.
Older materials still mention Part 3 Occupier Management. Treat that as prior/legacy framing. Current V6 commercial materials, and how SGBC presents the scheme in Sweden, use the two-part Asset / Management split.
BRE has signalled that a Version 7 update for In-Use is expected later in 2026. Until that manual is live for International In-Use, operate against V6 and re-read the assessor's brief when V7 lands.
Nine category families
V6 organises credits across nine category families:
- Energy
- Health & Wellbeing
- Transport
- Resilience
- Resources
- Water
- Land Use & Ecology
- Management
- Pollution
Not every category is a sensor problem. Fabric questions, ecology surveys, transport plans and installed-kit inventories need drawings, site surveys and procurement records. Operational data mostly backs management and performance evidence: energy monitoring and reporting, indoor air quality and thermal bands, water use and leak detection, and the routines that prove those streams are watched.
That split is why a quarterly spreadsheet rebuild fails. Asset facts change slowly. Management evidence decays every week the meters are not read, the thresholds are not checked, and the exception queue is empty.
Ratings bands
SGBC and BRE summarise the percentage bands as follows (score against the applicable part):
| Rating | Score |
|---|---|
| Outstanding | ≥ 85% |
| Excellent | ≥ 70% |
| Very Good | ≥ 55% |
| Good | ≥ 40% |
| Pass | ≥ 25% |
| Acceptable | ≥ 10% |
| Unclassified | < 10% |
The band is the outcome of the assessor's scored evidence pack, not a marketing label you pin on a brochure after a single winter of mild bills.
Process reality: assessor, platform, Green Book Live
A licensed BREEAM In-Use Assessor runs the assessment. Evidence sits on the BRE platform. Certified assets and assessors are listed via Green Book Live. Your facilities team can collect meters, policies and logs; the assessor still owns the formal scoring path.
Explore does not replace that assessor. Continuous monitoring can cut the weeks spent reconstructing evidence, and it can keep thresholds visible between certifications. It does not issue the certificate.
Sweden: international manual, not a Swedish In-Use adaptation
There is no Swedish-adapted BREEAM In-Use. Sweden uses the international manual for In-Use assessments. SGBC explains the scheme on its certification pages; the operational rules still come from BRE's international commercial manual, not a local credit rewrite.
BREEAM-SE (SGBC) covers New Construction and, under the renewed BRE partnership, Refurbishment. That is the right tool for new-build and major retrofit in Sweden. It is not a substitute for In-Use on existing stock that needs an operational rating. Do not invent Swedish In-Use credit codes; use the international category language and your assessor's V6 issue list.
Data that backs an operational assessment
Assessor-ready operational evidence usually includes some mix of:
- Continuous sub-metered energy by meaningful end-use or zone, not a single annual total reconstructed from invoices
- CO₂ / IAQ traces in occupied zones, with thresholds the team actually watches
- Thermal bands (operative or space temperature against the agreed comfort range)
- Water consumption plus leak detection on major flows
- Maintenance and policy evidence: how monitoring is governed, how exceptions are closed, how consumption is reported
Estimates lose arguments. Metered time series win them because the assessor can see continuity, gaps and breaches instead of a single polished annual figure. That is also why IPMVP and certification are adjacent but not the same job: proving a discrete saving is not the same as scoring an operational scheme, and neither accepts a slide-deck percentage as evidence.
Portfolio carbon and pathway work has the same meter dependency. A CRREM pathway Misalignment Year that rests on certificate estimates moves the year without moving the building; BREEAM In-Use Management evidence that rests on the same estimates fails for the same reason.
Quarterly rebuilds fail for boring reasons. Someone left, the sub-meter map was never finished, the BMS trend logs rolled off, and the comfort complaints never became a dataset. Continuous collection does not invent credits. It stops the evidence from disappearing between assessments.
How Explore keeps continuous compliance honest
FrostLogic Explore is Sensor Intelligence for commercial and industrial estates. For BREEAM-shaped work it watches the sensor thresholds you care about, ranks breaches in a queue, and exports audit-ready packs toward assessor workflows. The product page is continuous BREEAM compliance.
Explore is not a licensed BREEAM In-Use Assessor. It does not issue BRE certificates and it does not guarantee Outstanding, Excellent, or any other band. Writes start off; you grant scopes when you want write-back. Prefer read evidence first: meters, IAQ, thermal and water streams you already run.
The honest product bridge is short. Keep the time series. Keep the breach history. Hand the assessor continuity instead of a rebuilt spreadsheet. For the compliance hub that sits next to BREEAM, LEED and Nordic Swan, see compliance.
FAQ
What is BREEAM In-Use? BREEAM In-Use is BRE's performance assessment scheme for existing buildings. It scores asset and management performance with evidence of how the building is built and how it is operated, unlike New Construction schemes that focus on design and build.
What is BREEAM In-Use International Commercial Version 6? It is the current international commercial technical manual (V6) most portfolios meet outside specialised national adaptations. It scores Part 1 Asset Performance and Part 2 Management Performance independently.
What is Part 1 Asset Performance? Part 1 scores the physical building and base systems: fabric, installed plant and the inherent efficiency of the asset. It can be certified without Part 2.
What is Part 2 Management Performance? Part 2 scores operational policies, monitoring, maintenance and reported consumption and conditions. It is where continuous metering and indoor-environment evidence usually matter most. It can be certified without Part 1.
Is there a Swedish BREEAM In-Use adaptation? No. Sweden uses the international In-Use manual. BREEAM-SE covers New Construction and Refurbishment via SGBC; it complements In-Use for new-build and major retrofit, and does not replace In-Use on existing operational stock.
What operational data backs BREEAM In-Use credits? Mostly management and performance evidence: sub-metered energy, IAQ and thermal bands, water and leak detection, plus the monitoring and reporting routines around those streams. Fabric, ecology and transport questions still need drawings, surveys and policy documents.
Does FrostLogic Explore certify BREEAM In-Use or replace the assessor? No. Explore is not a licensed BREEAM assessor and does not issue certificates or guarantee a rating. It provides continuous sensor evidence and audit-ready export toward assessor workflows on the BREEAM compliance product path.
Why do quarterly spreadsheet rebuilds fail certification prep? Because management evidence is continuous. Gaps, breaches and missing sub-meters show up when the assessor asks for the period, not when the spreadsheet was last tidied. Metered time series beat annual estimates for the same reason audits reject unverifiable savings claims.
