What Are O&M Manuals?

O&M manuals (operations and maintenance manuals) are the document package delivered at project handover covering how to operate and maintain a building's equipment, from HVAC and electrical systems to fire and life-safety devices.

An O&M manual (operations and maintenance manual) is the document package a contractor hands over at the end of a construction or fit-out project. It covers how to operate and maintain the equipment installed in the building: HVAC plant, electrical systems, fire and life-safety devices, and often lifts, plumbing and building envelope components.

What's typically included. An O&M manual bundles equipment data sheets and warranties, commissioning and testing certificates, as-built drawings, maintenance schedules and spare parts lists, and safety and emergency procedures. On larger projects it runs to hundreds of pages, split by system or by trade.

Who compiles and uses them. The main contractor or a specialist O&M consultant compiles the manual, drawing on subcontractor and manufacturer documentation. At handover it passes to the client or their facilities team, who are meant to use it to operate the building, plan preventive maintenance, and brief new engineers on what's installed and how it's supposed to run.

Construction handover vs FM operations. The manual serves two different audiences with different needs. On the construction side, it's a closeout deliverable: a checkbox for practical completion, filed as a PDF binder or uploaded to a document platform. On the facilities-management side, it's meant to be a working reference: what setpoint should the chiller run at, when is the next filter change due, which contractor installed this valve. In practice, the handover copy and the working reference are rarely the same document. Most O&M manuals are read once at handover and then opened only when something breaks and someone goes looking for a serial number.
